are looking for a
Program Manager for a high profile Government Project.
Key Responsibilities:
- Lead and coordinate a strategic multi-year program (April December 2027) focused on modernising career management and payroll systems for education sector personnel
- Manage consolidated portfolio of interdependent projects, ensuring alignment with government and organisational strategic objectives
- Establish and maintain program governance framework integrating with multiple stakeholder organisations
- Serve as full member of Program Steering Committee, reporting directly to program sponsors and government leadership
- Coordinate project managers across IT and business domains, ensuring successful delivery within scope, budget, and timeline constraints
- Plan and develop program scope, deliverables, resource requirements, budgets, and schedules for new initiatives in close collaboration with sponsors and competency centers
- Manage and allocate resources across program teams to meet strategic deliverables
- May assume direct management of individual projects within the program based on workload requirements
- Identify key requirements for internal teams and external suppliers/vendors
- Participate in public procurement processes including specification development and contract awards (in collaboration with procurement departments)
- Develop and manage consolidated program budget while guaranteeing achievement of strategic objectives
- Collaborate with other program managers to identify cross-program risks and opportunities
- Produce comprehensive program status reports for competent authorities and steering committees
- Analyze, evaluate, and proactively manage program-level risks and dependencies
Job Requirements:
- 5+ years managing complex, multi-project programs with proven track record of successful delivery
- Strong portfolio and budget management experience with consolidated multi-project budgets
- Expertise in program governance design, implementation, and stakeholder management at executive level
- Proven ability to coordinate multiple project managers and cross-functional teams simultaneously
- Knowledge of project management methodologies (PMBoK, PRINCE2, PM², Agile/Scrum)
- Experience with
public sector programs and government procurement processes preferred - Exceptional communication skills with ability to report to steering committees and government sponsors
- Strategic thinking with ability to align program initiatives to organizational goals
- Strong risk management, change management, and resource capacity planning capabilities
- Ability to bridge business and IT domains in digital transformation contexts
- Experience working across multiple organisations with complex stakeholder landscapes
- Vendor and supplier management experience, including contract negotiation
- Proactive, results-oriented approach with strong organizational and prioritization skills
