Operational Data Lead

Service description:

Within the National Control Center department, we have the ambition to become a more data centric organization to improve the quality of our system operations and finally the security of supply for Belgian consumers. Data is indeed becoming increasingly important to support operational, tactical and strategical activities and decision-making.

Currently, we have defined the critical data domains for which we aim to implement a dedicated data quality roadmap. In that context,
we are looking for two Operational Data Lead services who will
drive the data quality strategy of several critical operational data domains which are essential to operate our Belgian electricity grid and market
.

As an example, the service is responsible for improving quality of our forecasted data of solar & wind renewable production to be used by the entire organization - internal customers as well as external customers (market players, etc.)-. The service is responsible for implementing FAIR principles (data must be easily accessible, understood, exchangeable and reusable), developing the data quality strategy and the associated roadmap for the evolution of the data domain while being a key stakeholder in making the link between operations and the various projects and products that impact the data domain.

The Operational data lead defines and monitors KPIs related to the quality of the data activities in a scope of data assigned to him/her. The Operational data lead manages action plans for the improvement of these KPIs.

For example, the Operational data lead service:

• Defines and documents the Business Concepts, their Business Terms, the Business Rules which they are subject to, their Business Impact, and so on, of a given business domain, hereby allowing the measurement (KPIs) of its current level of data management
• Leads the root causes analysis (in collaboration with one or more Data Partners) when the current value of a KPI doesn't match with its target
• Is an active contributor within dedicated projects aiming to anchor data quality processes being executed by operational teams consuming or generating such operational data
• Follows up the KPIs, define and align the necessary corrective actions and improvement levers to the operational managers of the National Control Center.

Requirements:

• Familiar with the electricity domain or able to rapidly understand this Business and underlying concepts.
• Preferably an electrical engineer or similar technical academical background.
• E
• xperienced in Data management and exploitation.
• Similar experience will be considered as an advantage.
• Proactive and eager to take responsibilities.
• Communication skills to facilitate workshops where the service can act as a leader when necessary.
• Familiar with Data models and IT architecture.
• Analytic skills allowing to answer complex problems in a simple and structured way
• Familiar (processes & tools) with:
• Data Governance
• Data Quality management
• Metadata management.
• Combine collaboration and team spirit.
• Able to convince.
• Fluent in Dutch and/or French and master English.
