Portal Manager


Description | Context


Automatic Number Plate Recognition (ANPR) uses intelligent cameras to recognize license plates. The system then compares these scanned license plates with the data already available (stolen or reported vehicles, whether or not they are allowed to drive in certain areas, etc.). Within the police, ANPR is used for road safety and judicial purposes.

The ANPR project is part of the Directorate of Police Information and ICT (DRI) of the Federal Police. The management is responsible for the preparation of the policy and rules for information management and processing, the development of the police information concept, the establishment of technical norms and standards and the implementation of information and communication systems.


Portal manager

  • As a portal manager within the ANPR team at DRI, you are responsible for the management and operational coordination of the camera network and the license plate recognition systems within our organization.
  • You have a strong technical background and understand the operation of hardware, firmware and network infrastructures that are necessary for a reliable camera ANPR system.
  • In addition, you follow the latest developments in camera technology and proactively make proposals for optimizations.
  • At all times, you have an overview of (upcoming) risks and you manage these in a mitigation plan.


Tasks and responsibilities:

Main tasks:

  • Manage the inventory of cameras
  • Provide technical support for malfunctions and problems, including diagnosis and resolution
  • Monitoring and maintenance of cameras with the supplier
  • Guide and manage onboardings and offboardings of cameras with the various stakeholders (including local police zones)
  • Draw up reports and analyses of the performance and uptime of the camera park
  • Follow up SLAs regarding scope and escalate supplier performance where necessary (to Procurement)
  • Co-validate technical proposals from internal and external partners

Secondary tasks:

  • Support the invoicing process by validating the technical delivery (in collaboration with Procurement)
  • Follow up on new developments in camera technology and advise on improvements and investments.
  • Work together with IT and security teams to guarantee safe and efficient operation.


Education, experience and competencies:

  • Diploma in computer science, electronics, engineering, network technology or equivalent through at least 5 years of relevant work experience
  • Technical knowledge of CCTV, ANPR systems, networks (TCP/IP, PoE, VPN) and firmware updates is a plus
  • Experience with hardware and software configuration of camera systems and servers is a plus
  • Knowledge of cybersecurity and GDPR guidelines with regard to camera images is a plus
  • Experience with systems and programs for ticketing, reporting, knowledge management
  • Strong analytical and problem-solving skills
  • Good communication skills and the ability to manage different stakeholders in terms of content
  • Working methodically and accurately
  • A self-starter with a critical eye
  • Discretion
