Procurement IT Project Manager

We're looking for an experienced Procurement Project Manager to support a large-scale transformation program for our client. You will play a key role in coordinating and governing complex Request for Proposal (RFP) processes within a major IT-enabled transformation initiative, ensuring procurement activities are delivered on time, compliant, and fully aligned with project objectives, budget, and planning.

The Role
As Procurement Project Manager, you are responsible for the end-to-end coordination, follow-up, and governance of procurement and RFP activities linked to a strategic ERP and digital transformation program. You operate in a highly regulated environment and act as the operational link between project teams, procurement stakeholders, and external suppliers, while ensuring transparency, compliance, and auditability throughout the process.

Responsibilities

• Coordinate and manage end-to-end RFP processes supporting a large transformation program
• Plan, monitor, and control procurement timelines, milestones, deliverables, and dependencies
• Ensure full compliance with Belgian and EU public procurement regulations
• Prepare, review, and manage RFP documentation, including technical specifications and evaluation criteria
• Organize clarification rounds, Q&A sessions, and structured communication with bidders
• Act as the operational procurement interface between internal project stakeholders and external suppliers, in alignment with the central procurement strategy
• Support evaluation teams during bid assessments and supplier selection
• Identify procurement risks, define mitigation actions, and escalate issues or delays when required
• Report procurement progress, KPIs, and status to project and management governance bodies
• Support contract award decisions, approvals, and ensure proper handover and documentation of lessons learned

The Ideal Candidate

• Master's degree in Business, Engineering, Law, Economics, or equivalent professional experience
• At least 5 years of experience in IT procurement and public procurement project management
• Proven track record managing complex RFPs end-to-end in large, complex organizations
• Strong knowledge of Belgian and EU public procurement legislation
• Excellent project management, communication, and stakeholder management skills
• Highly structured, detail-oriented, and comfortable working autonomously in regulated environments
• Fluent in English, with a good working knowledge of Dutch and French
• Experience in an SAP-related procurement context is considered a strong plus
