We are currently supporting one of our international clients, a well-established engineering and industrial company, during a critical project phase in Belgium.
To strengthen the on-site leadership team, we are looking for an experienced Freelance Site Chief / Construction Manager (Instrumentation & Electrical) capable of managing complex site operations in a multi-disciplinary, multi-contractor project environment.
This is a freelance, contract-based assignment, based on-site in Belgium, with competitive conditions depending on experience and project scope.
What You'll DoLead and coordinate all on-site construction activities within your assigned section
Ensure construction works are executed in accordance with project specifications, international standards, and internal procedures
Manage and supervise subcontractors, site engineers, and foremen to ensure safe, timely, and cost-effective execution
Prepare, update, and monitor detailed site work schedules using Primavera or equivalent planning tools
Coordinate planning, procurement, engineering, QA/QC, and HSE interfaces to resolve technical and execution issues
Monitor site progress, productivity, manpower, and resource allocation; implement corrective actions when required
Prepare and review claims, subcontractor progress, and commercial documentation in coordination with the Project Manager
Attend and manage client site meetings, prepare documentation, and ensure implementation of meeting decisions
Oversee material estimation, ordering, logistics, and stock planning to avoid delays or cost overruns
Inspect installation quality through regular site visits and ensure full compliance with project requirements
Manage defect resolution, maintenance requests, and coordination of remedial works
Instrumentation & Electrical (I&E) Scope
Manage and supervise all on-site Instrumentation and Electrical construction works, including subcontractors
Ensure compliance with international and local standards (IEC, NEC, API, ATEX) and project-specific specifications
Review and approve method statements, ITPs, and technical submittals related to I&E works
Oversee installation, calibration, loop checking, testing, and pre-commissioning activities
Ensure proper installation of cable trays, cabling, panels, MCCs, transformers, junction boxes, and field instruments
Interface with clients, vendors, and third parties for inspections, approvals, and technical clarifications
Support commissioning and start-up teams during system handover and punch list closure
Bachelor's degree in Electrical, Electronics, or Mechanical Engineering
7–10 years of experience in site and construction management roles within industrial or engineering projects
Strong hands-on experience in Instrumentation & Electrical construction works
Proven ability to manage subcontractors and operate in complex, multi-contractor project environments
Solid experience with planning and scheduling tools (Primavera or equivalent)
Strong leadership, coordination, and reporting skills
Structured, proactive, and solution-oriented working style
Fluent English (spoken and written)
Valid EU work or residence permit
