We are currently supporting one of our international clients – a well-established engineering and industrial company – during a major project phase in Belgium. To strengthen the project organization, we are looking for an experienced QA/QC Manager / Engineers capable of leading all quality-related activities in a multi-disciplinary, multi-contractor construction environment, with a strong focus on Electrical & Instrumentation (E&I) works. This is a freelance, contract-based assignment, based on-site in Belgium, with competitive conditions depending on experience and project scope. What You'll DoQuality Leadership & Project Governance Establish, implement, and maintain the Project Quality Management System (QMS) in line with ISO 9001, project specifications, and contractual requirements. Define and oversee Quality Plans, Inspection & Test Plans (ITPs), procedures, and method statements across engineering, procurement, construction, and commissioning. Ensure full compliance with EU Directives, applicable EN/IEC standards, and client quality requirements. Construction & Site Quality Management Lead and coordinate all QA/QC activities on site, covering civil, mechanical, electrical, and instrumentation scopes. Manage and supervise QA/QC Engineers, Inspectors, and discipline specialists, ensuring consistent quality execution across all contractors. Act as the single point of responsibility for quality matters towards Project Management and the Client. E&I Quality Oversight Oversee E&I quality activities including: Material receiving inspections (cables, panels, instruments) Cable laying, termination, grounding, and installation activities FATs, site tests, loop checks, calibration, and pre-commissioning Review and approve E&I method statements, ITPs, technical submittals, and quality procedures. Ensure E&I installations comply with project specifications, IEC/EN standards, ATEX requirements, and applicable industry codes. Audits, NCRs & Compliance Conduct internal audits, quality surveillance, and site inspections. Issue, manage, and close Non-Conformance Reports (NCRs) and oversee corrective and preventive actions. Support and manage client, third-party, and regulatory audits. Contractors, Vendors & Documentation Review and approve vendor and subcontractor quality documentation. Monitor contractor quality performance and ensure contractual compliance. Ensure timely preparation and approval of: Inspection records Mechanical Completion dossiers Inspection Release Notes (IRNs) Quality reports and dashboards Collaboration & Continuous Improvement Work closely with Project Management, Engineering, Construction, HSE, Planning, and Commissioning teams. Promote a strong quality culture on site and support continuous improvement initiatives. Capture lessons learned and contribute to project quality optimization. What We're Looking For: Education Bachelor's degree in Engineering (Electrical, Instrumentation, Mechanical, or related discipline). Experience Minimum 10 years of experience in QA/QC roles within industrial construction projects At least 5 years of experience on large construction projects in Europe Proven experience in EPC / multi-contractor project environments Strong background in Electrical & Instrumentation (E&I) quality is a major advantage Demonstrable knowledge of EU Directives and European regulatory frameworks Experience is not limited to oil & gas — candidates from chemical, petrochemical, energy, industrial manufacturing, or large infrastructure projects are fully relevant.
