The CCSA is seeking a highly motivated EU Policy Officer to join our expanding Brussels office and contribute to the development and implementation of effective CCUS, including carbon dioxide removal (CDR) policies across the EU. This position is offered as a one-year contract, with the possibility of renewal based on performance and organisational needs. 

Who we are 

Climate change is one of the greatest challenges of our time, and the ability to capture, transport, store, utilise or remove carbon dioxide will be crucial to ensure a sustainable, competitive and equitable transition to a climate-neutral Europe. 

The CCSA is the trade association accelerating the commercial deployment of Carbon Capture, Utilisation, and Storage (CCUS) through advocacy and collaboration. Our ambition is to see these technologies deployed at the pace and scale necessary to achieve net zero emissions by 2050. We represent a wide variety of organisations with an interest in the deployment of CCUS and CDR to decarbonise heavy industry, power and hydrogen production, and directly remove carbon dioxide from the atmosphere. The CCSA team works across two offices, with staff based in Brussels and London. 

The role 

The role will focus on driving EU-level policy development for CCUS and carbon dioxide removal (CDR) as part of the EU’s climate neutrality agenda. You will support the formulation of evidence-based industry positions, monitor policy trends, and engage with EU institutions, national governments, and other stakeholders. This is a key role in ensuring that policy frameworks are aligned with the Paris Agreement and the EU Climate Law. 

You will work collaboratively across technical and policy teams and with members to provide insights into the economic, environmental, and technical implications of emerging policies. This includes drafting briefings and position papers, convening expert working groups, and translating scientific developments into clear policy recommendations. 

Responsibilities 

• Analyse and monitor EU and Member State policies, legislation and regulatory initiatives relevant to CCUS topics. 
• Develop policy briefings, technical papers, and advocacy strategies. 
• Liaise with EU institutions, think tanks, NGOs, and industry stakeholders to advance sound CCUS and CDR frameworks. 
• Organise and facilitate working group meetings and stakeholder workshops. 
• Translate scientific and technical content into accessible and impactful policy communications. 
• Evaluate policy impacts and identify potential regulatory loopholes or areas for best practice. 
• Support the development of EU-wide industry standards for sustainable and effective CCUS and CDR deployment.

Required skills 

• University education or equivalent in environmental policy, climate science, engineering, economics, or political science. 
• 1-3 years’ relevant experience in EU climate and energy policy, with strong expertise in Carbon Capture utilisation and storage, carbon removal, carbon markets and climate mitigation. 
• Proven ability to analyse and translate complex policy and technical content into concise recommendations. 
• Deep understanding of the EU institutions and policy-making processes. 
• Knowledge of the carbon cycle and CDR technologies, including BECCS and DACCS. 
• Excellent written and verbal communication skills in English; other languages are an asset. 
• Strong organisational skills, with the ability to manage multiple priorities and deliver to tight deadlines. 
• A collaborative, proactive, and flexible approach, with experience working in cross-disciplinary teams.
