We are looking for a Senior Project Manager to support critical missions within NATO. You will be part of a multidisciplinary international team, contributing to the development and maintenance of secure, high-availability applications in support of NATO operations.
Duties & Role Overview
Primary Responsibilities:
- Manage assigned CIS projects and/or individual work packages—particularly within the scope of Service Design and Service Transition—in close collaboration with relevant service/business areas within the Agency and other non-Agency stakeholders across the Alliance. This includes full project lifecycle management from initiation to closure, ensuring alignment with approved requirements, constraints, and baselines.
- Produce high-quality project deliverables, including Price Proposals and Statements of Work, based on clear, measurable, and unambiguous requirements.
- Lead and coordinate the identification, development, analysis, and consolidation of user and project requirements.
- Prepare solicitation documentation (e.g., RFQ, IFB), and plan and execute competitive bidding activities in coordination with relevant stakeholders across the Agency.
- Engage with internal and external stakeholders, including contractors and NATO organizations, to ensure alignment and collaboration throughout the project lifecycle.
- Monitor and control project execution activities such as documentation review, testing, delivery, and validation.
- Support large-scale projects as a contributing team member, assisting the project manager and other team members in relevant tasks.
- Take initiative in roles such as Test Manager, Migration Manager, Requirements Manager, or Implementation Manager, as needed.
- Travel to NATO and partner locations, including deployment to operational theatres, as required.
- Comply with NCI Agency guidelines, directives, and NATO standards.
- Perform additional duties as directed by the line manager.
Requirements Description
Education & Qualifications:
- Master’s degree in Computer Science or a related discipline. Equivalent experience may be considered in lieu of formal education.
- A formal project management certification such as PRINCE2 or PMP is required.
- Valid NATO SECRET security clearance for the duration of the contract.
- English proficiency at NATO STANAG 6001 Level 4343.
Experience & Skills:
- A minimum of 3 years of experience as a Project Manager in Communications and Information Systems (CIS) projects or as a Project Team Leader.
- Previous experience with or within the NCI Agency is a strong asset, including familiarity with NCI Agency project management methodologies and NATO procurement policies.
- Practical experience applying multidisciplinary engineering and management techniques in the acquisition of complex CIS systems.
- Experience in managing the planning, design, system engineering, and implementation of military or equivalent CIS solutions.
- Strong understanding of current CIS-related technologies and their application in operational environments.
- Proven ability to work autonomously under pressure and manage multiple tasks concurrently.
- Excellent communication and briefing skills, with the ability to write detailed documentation in English independently—including Price Proposals and Statements of Work.
- Strong stakeholder management skills and the ability to liaise effectively with internal teams, external partners, and clients.
- Demonstrated experience working in international environments, ideally within both military and civilian contexts.
- Proficiency with Microsoft Project and/or ServiceNow.
- Ability and willingness to rapidly learn new procedures and terminology.
Deployment Readiness:
- Must be available for short-notice deployments to operational theatres for limited durations. (Note: The NCI Agency will provide any necessary pre-deployment training.)
Normal office environment, however, there may be need for
working in poor weather conditions or occasional travel to austere
locations to support project implementation, service delivery, or
scientific programmes of work;
Possible TDY to other NATO sies within Belgium up to 1 - 2 per
month
