JOB DESCRIPTION
Description of tasks and the scope of competition:
- Review Cen-Cenelec JTC24 draft standards and ensure their content are aligned with ESPR and Commission's vision.
- Collect feedback from all DGs involved in the technical DPP deliverables and propose a consolidated technical position.
- Participate in international and European standardisation events. Write high-level summary and emphasize the divergences / convergences of such initiatives compared to the DPP harmonized standards of JTC24. Make technical recommendation on the way forward.
- Write and maintain technical specifications about how to use the harmonised standards for the IT development of the DPP components (Registry, Web App, link with CSW-CERTEX,...)
- Write and maintain Technical Design Documents (TDDs) for the various DPP components (Registry, Web App, link with CSW-CERTEX,...)
- Investigate what exists in the various IT Systems of the commission and what can be reused for the IT development of the DPP
- Write the architecture overview documents for the DPP IT components and get them validated
- Perform regular audits on the code, including checking that the architecture is correctly implemented
- Assess the performance of the code source delivered and, if relevant, recommend corrective measures
- Regularly report to the Project Managers (PMs) and to the Business Managers (BMs)
Technical requirements (education, knowledge, skills, expertise, certifications):
General knowledge and skills:
- Knowledge of enterprise architecture frameworks such as TOGAF, COBIT, Zachman…, and actual experience developing and building models based on such framework
- Knowledge of enterprise architecture notations such as ArchiMate, BPMN… and enterprise architecture tools such as ARIS…
- Ability to combine many different skills and experiences to address and solve business, information, and technology related opportunities and problems
- Extensive experience with enterprise architecture best practices and goals
- Excellent leadership and conciliation skills
- Communications skills, both verbal (e.g.: presentations, seminars, etc.), and written (e.g.: reports, articles, etc.).
- Group session facilitation skills.
- Promotion skills ("selling" the results of architectural approaches through presentations).
- Ability to participate in multilingual meetings.
- Excellent Team Player.
- Ability to understand, speak and write English (C2 level)
- High degree of discretion and integrity is required as the DPP contains copyright documents and confidential data.
Specific skills:
- at least 10 years of specific expertise in architecture of information systems
- at least 10 years of specific expertise in relational databases (Oracle, MySQL..)
- at least 10 years of specific expertise with the visual modeling and design tool (like Sparx Enterprise Architect)
- at least 10 years of specific expertise in developing secure web applications, with expertise in secure development practices
- at least 10 years of specific expertise in Object Oriented design patterns e.g. adapter with expertise in design patterns
- at least 5 years of experience in an international/multicultural environment and on large projects (many millions of euro)
- at least 5 years of specific expertise in Java development (both with J2SE and J2EE)
- at least 5 years of specific expertise in architecture with microservices
- at least 2 years of experience in architecture with the blockchain technology
- at least 2 years of experience in architecture with the Verifiable Credential technology
- at least 2 years of experience in data lake architecture
- at least 1 year of experience on the development of harmonised standards by a European Standardisation Body
- at least 1 year of experience on the development of standards with a non-European standardisation body e.g. ISO, IEC, W3C, UNECE recommendation
- Technical knowledge of eIDAS regulation is an asset
