Alibaba Holding-Manager, International Government Affairs (Global Technology Policy)-Brussels or Paris or London


Alibaba Group seeks a dynamic Manager to lead its technology policy strategy in the EU. You will be responsible for developing and executing strategies to navigate complex regulatory landscapes, engaging with key stakeholders, and driving initiatives that align with Alibaba’s values and business objectives. You will be charged with working within a team to navigate the political dynamics of a global e-commerce and digital services business that is headquartered in China and operates internationally.


KEY RESPONSIBILITIES


• Policy Strategy & Execution: Lead the development and implementation of EU-focused technology policy strategies that align with Alibaba’s global priorities, ensuring alignment with business objectives and standards. Proactively identify emerging technology regulatory trends relevant to Alibaba’s e-commerce and cloud business priorities and translate them into actionable policy recommendations.

• Stakeholder Engagement: Build and maintain relationships with EU tech policymakers, trade associations, thought leaders, consultancies, and other external stakeholders to advocate for Alibaba’s interests and address regulatory challenges.

• Risk Mitigation & Strategic Guidance: Monitor legislative and regulatory developments in the EU, assess their impact on Alibaba’s operations, and provide timely, data-driven risk assessments to senior leadership. Anticipate regulatory challenges and develop mitigation strategies and actionable recommendations to safeguard business continuity and compliance.

• Cross-functional Collaboration: Partner with Alibaba colleagues at headquarters and work closely with global teams and functions, including other members of the international government affairs team in Europe, to align policy initiatives with operational needs.

• Thought Leadership: Represent Alibaba on EU technology policy issues in external forums, conferences, and industry events.

• Manage a portfolio that includes a diverse set of issues and responsibilities covering technology policy developments.


QUALIFICATIONS

• A minimum of 5-7 years in public policy, government affairs, or regulatory strategy, with appreciable time specializing in EU or global technology policy.

• Proven success in navigating global regulatory environments and influencing policy outcomes in the EU.

• Deep understanding of EU policy frameworks impacting digital services, including data privacy, data security, AI, and cloud computing.

• Excellent oral and written communication and advocacy skills, with the ability to educate and build relationships with key stakeholders. In addition to English, there is also interest in other language capacity. Mandarin language proficiency would be an additional plus.

• Strong decision-making and strategic thinking skills; ability to quickly grasp, address, prioritize and anticipate emerging issues – as well as recommend and suggest changes in strategies as relevant government activities and decision making unfold, with an ability to translate policy goals into actionable initiatives.

• Ability to effectively manage multiple ongoing projects at once while appropriately allocating time and resources.

• Comfort working in a fast-paced, multicultural environment with stakeholders across geographies and industries.

• Clear reputation for ethical conduct, which is required.



EDUCATION

Undergraduate degree in Public Policy, Law, Political Science, or a related field. Advanced degree preferred.
