The scope, here, is to manage and secure public procurement processes across strategic categories, ensuring compliance, stakeholder alignment, and timely execution of high-impact acquisitions.
The Key responsibilities expected from our consultant might include:
Support projects through high-quality and detail-oriented execution (provide, accomplish, analyze, develop, define, draft, prepare, document)
- Define the best approach for competitive tendering, propose decision criteria, integrate critical technical, commercial and legal points and risks.
- Participate in drafting market documents (launch, specification / cahier des charges, attribution).
- Draw up the terms of reference (contractual and commercial terms, administrative aspects) in connection with the technical prescriptions.
- Define the selection and award criteria to meet project services' needs.
Support projects with rational and data-driven assessments (identify, monitor, evaluate, measure, verify, control)
- Ensure implementation of contracts and monitor their execution (management and follow-up of amendments, complaints and non-conformities).
- Participate actively in supplier performance management and continuous improvement of the Purchasing Service processes.
Support projects by facilitating communication and reporting between stakeholders (manage, coordinate, ensure, present, liaise, negotiate)
- Manage files in one or more procurement families.
- Accompany multidisciplinary teams and organise kick-off meetings to collect project needs.
- Act as the liaison point between internal stakeholders and suppliers.
- Ensure the progression of reflection in the team and the attainment of expected results.
- Appreciate and manage the variety of markets, interlocutors and situations encountered.
- Work in tandem with the administrative manager of the file from the Purchasing Service according to priorities.
- Analyse and negotiate the terms of offers and contract conditions.
- Present award results to Management.
- Ensure the link with the Legal Service and respect of the public procurement legal framework.
- Immediately manage three procurement files: acquisition of vehicles; training services; training and examination services for driving licences.
The experience we are actively looking for:
- Master's degree education level
- At least 3 years of experience in procurement, ideally within indirect categories mentioned
- Minimum 2 years of experience in public procurement is considered an asset
- Full proficiency in French
- Strong teamwork, active listening, and ability to ask the right questions
- Skilled in organizing, structuring, synthesizing, and argumentation
- Autonomous and proactive working style
- Motivation to handle varied subjects with a genuine interest in technical topics
- Experience with e-procurement platforms or software (3P) is a plus
- Valid work and residence permits for Belgium (mandatory for non-EU candidates)
- Immediate availability and presence in Belgium are preferred
