The Role
The General Manager holds ultimate accountability for our business in the Belgium Market, responsible for shaping and delivering the market strategy, driving P&L performance, and leading a 360-degree stakeholder ecosystem – both internal and external. This is the most senior role in-market, overseeing all dimensions of market success, including commercial, regulatory, operational, and reputational performance.
You will provide strategic leadership across the full market agenda, ensuring alignment between local needs and global functions. You will be directly responsible for governance, compliance and legal affairs within the market through the line management of the Head of Regional Compliance and Governance and their team, including legal, corporate affairs, and compliance professionals.
This position requires a commercially astute, hands-on leader with a proven ability to drive sustainable growth in a regulated environment, navigate complex stakeholder landscapes, and deliver customer-centric business outcomes.
What You Will Do
- Own full
P&L accountability
for the market, including revenue growth, cost management, and profitability. - Set the
local market strategy
, ensuring it reflects customer needs, competitive positioning, regulatory requirements, and global business priorities. - Work in close collaboration with global and local functions to ensure the successful delivery of your market's strategy across all operational, product and marketing areas.
- Work with Marketing team to ensure the
global and local marketing strategies
address market-specific needs and objectives, and that marketing execution is delivering measurable impact in line with the market strategy. - Serve as a key partner to product, operations, and technology teams to ensure a relevant, compliant, and competitive customer offering in the market.
- Provide strategic and operational leadership of
governance, compliance, and regulatory integrity
in the market, including direct line management of the Head of Regional Compliance and Governance and their team (covering legal, compliance, and corporate affairs). - Represent the business confidently with regulators, government bodies, and other external stakeholders, maintaining a position of trust, credibility, and advocacy for sustainable operations.
- Champion alignment with Group-level governance frameworks, ensuring the market's risk profile, challenges, and progress are fully embedded in enterprise-wide compliance strategies.
- Lead, inspire and develop the local market team, promoting a high-performance culture, talent development, and a commitment to FDJ UNITED's values.
- Promote
data-informed decision-making
by leveraging customer insights, performance KPIs, and operational data to drive continuous improvement.
How You Will Be Measured
- Market revenue, margin and profit performance.
- Growth in active customers and engagement.
- Local compliance and governance outcomes (e.g. % of compliance incidents – target is zero).
- Quality of stakeholder relationships (regulatory, internal, partner, etc.).
- Effectiveness of collaboration with global functions (e.g. marketing, product, compliance).

- Contribution to OBG's sustainable and responsible growth agenda.
- Completion of all relevant training and compliance activities.
Keeping FDJ UNITED Compliant
- Be a compliance ambassador and Governance, Risk & Compliance (GRC) leader within FDJ UNITED.
- FDJ UNITED has numerous licenses across the globe, and you are accountable for the specific compliance obligations, as detailed in the FDJ UNITED Compliance Framework (KCF), in your direct charge.
- Ensure that you, and your team, adhere to the Governance Risk Compliance (GRC) obligations within your direct responsibility and control.
- As subject matter expert you are accountable for the compliance risk in your area and you will decide on mitigation/risk acceptance, up to a pre-agreed level, as defined in the FDJ UNITED Compliance Framework (KCF).
- Dare to challenge processes, policies and projects that will negatively impact compliance within the Group.
Your Experience
- Fluent in English; additional language skills a plus depending on market.
- Proven leadership with full accountability in a senior general management role.
- Strategic business planning and commercial execution in a regulated, customer-facing B2C environment.
- Demonstrated success managing complex stakeholder landscapes, including regulators, media, and internal cross-functional teams.
- Experience in or exposure to online gambling or digital consumer businesses is an advantage.
- Strong understanding of governance, compliance, and regulatory frameworks.
- Track record of delivering business results through collaboration and influence across matrixed organisations.
- Exceptional analytical thinking, structured problem solving, and an execution mindset.
- Experience in people leadership, coaching, and high-performing team development.
- Comfortable navigating ambiguity and change with resilience and purpose.
