Belgium Branch Office Job Area Legal Group, Legal Group > Legal Counsel General Summary Qualcomm Incorporated is seeking an international trade attorney with dedicated trade experience to advise on domestic and international trade laws, with a focus on Europe and the UK, including the EU Dual Use Regulation, the UK Dual Use Regulation, the EAR, OFAC, ITAR, and customs matters, as well as other trade- and investment-related regulations and treaties. The candidate would manage a team of EU-based trade compliance professionals, reporting to Director, Export Compliance in San Diego, CA and partnering closely with VP, Trade in Washington, DC. We are looking for candidates who are proactive, have extraordinary attention to detail, and show excellent judgment, while working both independently and collaboratively. Principal Duties And Responsibilities Support the Export and Sanctions Compliance and Customs teams, working closely with Vice President & Legal Counsel for Trade and the Chief Risk and Compliance Officer, on legal, regulatory, and operational risk areas relating to export controls, sanctions, customs and other trade- and investment-related regulations. Advise on and implement protocols to ensure compliance with restricted party lists maintained by the European Union, EU Member States, the UK, as well as BIS, Department of Commerce; DDTC, Department of State; and OFAC, Department ofthe Treasury. Conduct trade-related monitoring, testing, audits, risk assessments, and support trade related investigations. Provide trade compliance advice in the context of M&As, including post-close integration. Provide training and issue compliance communications to a global workforce. Provide legal and operational advice relating to screening, diligence, export classifications. Help draft and implement policies, procedures, and guidelines. Oversee annual reporting obligations and government export license audits, as well as other internal and third-party audits. Assist in resolving trade-related contract issues with vendors, clients, customers, and other third parties, and advise on trade-related aspects of contract negotiations, including in the M&A context. Develop cross-functional relationships and parter with business units and the Supply Chain organization on risk mitigation and business resilience. Help assess the impact of potential regulations, directives, executive orders and legislation, including legislative analysis and drafting submissions to the European Commission, and the governmental authorities of EU Member States and the UK. Skills And Experience Required Juris Doctorate degree or international equivalent. Active bar license to practice law in the jurisdiction where the employee will be practicing. Minimum of 2+ years of legal experience advising clients in a law firm or at a global, publicly traded company on global trade regulations, including EU and UK export controls and sanctions. 4+ years strongly preferred. Preferred Qualifications Ability to lead and develop teams of non-attorneys. Work independently and exercise sound judgment with little supervision. Effective oral and verbal communication. Strong analytical and problem-solving ability. Experience engaging with governmental (regulatory and enforcement) agencies. Strong understanding of attorney-client privilege. Extensive knowledge of regulatory guidelines and elements of an effective export and sanctions compliance program. Excellent drafting, negotiating, problem solving, and communications skills. Ability to work effectively cross functionally with colleagues, management, and operations personnel. Translate legal requirements into practical guidance and formulate creative solutions to accomplish the company’s objectives. Analytical Skills The ability to collect information and identify fundamental patterns/trends in data. This includes the ability to gather, integrate, and interpret information from multiple sources. Building Trusting Relationships The ability to build trust and collaborate cross-functionally across multiple teams and countries. Delivering on commitments and maintaining confidential information, being approachable, and relating well to people regardless of personality or background. Communication The ability to convey information clearly and accurately, as well as choosing the most effective method of delivery (e.G., email, phone, face-to-face). This also includes the ability to get things done with fewer resources and in less time, work on multiple tasks at once without losing track, and foresee and plan around obstacles. Technical Knowledge Knowledge of project management methodology (e.G., planning, scheduling, tracking, execution). LOCATION Brussels, Belgium. This position requires travel, as necessary. Minimum Qualifications Juris Doctorate degree or international equivalent. 5+ years of relevant experience as counsel at a law firm or in‑house. Active bar license to practice law in the state or jurisdiction where the employee will be practicing (or ability to obtain upon hiring).
