IT Project Manager & Technical Architect


Job Title: IT Solution Architect / Technical Project Manager – NSIS

Location: Belgium

Client Environment: Federal Police – Belgian National Schengen Information System (NSIS)

Language Requirement: French or Dutch (Active) + English (Active)

Support Requirement: 24/7 on-call support (including possible on-site intervention within 1 hour)


About the Organization

BINAT is responsible for the implementation and management of international security projects and databases including:

  • Europol
  • Interpol
  • Schengen-related systems (SIS, EES, VIS)

The Belgian National Schengen Information System (NSIS), deployed within the Federal Police, enables secure data exchange between European countries within the Schengen Area through a centralized system.

The NSIS is interconnected with all Federal Police applications and multiple federal platforms.


Project Overview

The NSIS supports cross-border information exchange under the Schengen framework and integrates with both national and central Schengen systems.

The role focuses on architecture, implementation oversight, integration, and technical governance of mission-critical law enforcement systems.


Key Responsibilities

🔹 Project & Solution Management

  • Manage IT solution implementation in line with cost, timeline, and quality requirements
  • Develop and maintain project strategies, schedules, and roadmaps
  • Define tasks, deliverables, and quality control mechanisms
  • Conduct risk analysis and manage mitigation strategies
  • Oversee change management and issue resolution
  • Provide status reporting and documentation
  • Supervise and manage project team deliverables
  • Participate in program-level meetings and technical committees


🔹 Architecture & Technical Design

  • Analyze existing system architectures
  • Design component-based architectures
  • Define target and transition architectures
  • Develop system roadmaps
  • Analyze and manage integration between multiple information systems
  • Coordinate implementation of technical platforms
  • Participate in technical working groups
  • Support testing, documentation, evaluation, and reporting


🔹 Business & Domain Understanding (Mandatory)

  • Strong understanding of NSIS business context
  • Knowledge of Schengen Protocol and cross-border information exchange
  • Experience with integration between national Schengen systems and central systems
  • Familiarity with Federal Police development and deployment environments
  • Knowledge of Federal Police development standards and procedures
  • Proficiency in eu-LISA provided tools
