Manager, Enterprise Risk Management


Job Description
Job Summary
This role could be based in Hong Kong and China.
This is a role within the Risk function to support work performed by the Enterprise Risk Management team. Key tasks include ensuring central elements of Hong Kong's risk governance and control framework are operating effectively, within risk appetite and in line with internal frameworks and policies as well as statutory and regulatory requirements.

The core responsibilities of this role are comprehensive and critical to the ongoing success of our risk management initiatives in the Greater China and North Asia (GCNA) region, particularly focusing on Digital Assets. Your duties will include:
Supporting the Risk Function in overseeing Digital Assets Risk within GCNA, ensuring that risks are identified, assessed, and managed in accordance with established frameworks.
Assisting with the implementation and continuous enhancement of the Enterprise Risk Management Framework alongside the relevant Digital Assets policies and standards, ensuring governance compliance across all relevant entities.
Providing expert interpretation and guidance on the latest Digital Assets regulations, leading the effective application of these regulations to guarantee compliance and mitigate associated risks within the GCNA region.
Assisting in managing exposures to large-scale risks and country-specific risks, with a strong focus on those related to Digital Assets, ensuring proper oversight and timely reporting.
Coordinating timely and accurate preparation and submission of risk dashboards, presentation materials, and committee papers that support informed decision-making among senior stakeholders.
Working collaboratively with relevant risk teams to support regulatory examinations and audits, facilitating a smooth and transparent review process.
Leading initiatives to promote adoption of the Enterprise Risk Management Framework and relevant Risk Type Frameworks, including policy governance activities and the introduction of innovative risk management programs tailored for the GCNA region.
Acting as the principal liaison for the Chief Risk Officer in carrying out regional oversight duties related to Digital Assets Risks, encompassing framework enhancements, regulatory rule ownership, risk monitoring, and reporting responsibilities.
Overseeing the performance and risk metrics for Digital Assets, including large exposures and country risk exposures, ensuring proactive risk management and escalation as necessary.
Developing comprehensive briefing materials, information packs, and presentations for Regulatory and Board meetings to support governance and risk oversight.
Monitoring risk-related issues diligently, escalating concerns promptly, and driving follow-up actions to resolution within agreed timeframes.
These responsibilities demand a detail-oriented, strategic thinker with the ability to navigate complex regulatory and risk landscapes effectively.
Skills and Experience
A Bachelor's degree or higher qualification is essential, ideally in finance, risk management, economics or a related discipline.
Extensive experience in the banking sector with a minimum of 5 years focused on risk management or related fields is required, with preference given to candidates possessing a background in Digital Assets risk.
Demonstrated expertise in identifying, assessing, and mitigating Digital Assets risks, with a thorough understanding of their unique challenges within a banking context.
Strong familiarity with regulatory frameworks and compliance standards, including those mandated by the Hong Kong Monetary Authority (HKMA), the Prudential Regulation Authority (PRA), and Basel accords.
Previous roles in Finance, Risk, Compliance, Audit, or Governance functions will be advantageous, reflecting a broad understanding of enterprise risk landscapes.
Exceptional communication skills, both written and verbal, in English are mandatory; proficiency in Chinese (Cantonese and/or Mandarin) is considered a valuable asset, enhancing your ability to engage effectively within regional teams and regulators.
Proven ability to communicate complex risk concepts clearly and confidently to senior stakeholders and cross-functional teams.
Strong organisational skills that enable effective prioritisation and management of multiple concurrent tasks in fast-paced, regulatory-driven environments.
Advanced analytical and problem-solving abilities, with a keen eye for detail and capacity for independent critical thinking and conceptualisation.
