Love 21 is a registered charity in Hong Kong with a mission to empower the Down syndrome, autistic and neuro diverse community to reach their full potential through sports, nutrition, family service and holistic support programmes.
The Role To provide strategic leadership and management for all programme activities, ensuring excellence in design, delivery, impact measurement, and financial stewardship. The role is accountable for developing high-performing teams, securing funding through compelling proposals, and ensuring rigorous analysis, monitoring, and reporting on all programmes.
Key Responsibilities
Programme Strategy & Leadership
Lead the development and execution of the programme strategy in alignment with overall strategic goals.
Establish and implement best-practice programme management frameworks, policies, and procedures to enhance performance, quality, and impact.
Conduct ongoing analysis of programme challenges and opportunities, implementing risk mitigation and innovation strategies.
Formulate annual operational plans with clear outputs, outcomes, timelines, and resource requirements.
Drive a culture of continuous improvement, consistently evaluating programme quality and exploring new opportunities.
Programme Delivery & Performance Management
Hold overall accountability for the effective and safe delivery of all programmes, ensuring they meet objectives on time, within budget, and to quality standards.
Working with Operational Team to establish and enforce comprehensive safety protocols and risk assessments for all coaching staff and physical activity programmes to safeguard participants and personnel.
Oversee the development and implementation of robust service delivery models and quality standards.
Assist in the management and operational support of volunteer-led classes, ensuring they are adequately resourced, integrated into the programme framework, and meet organisational quality and safety benchmarks.
Develop, monitor, and analyse Key Performance Indicators (KPIs) for all programmes, using data to inform management decisions and report on impact.
Ensure timely and accurate reporting on programme status, risks, and issues to management team.
Cultivate and manage strategic relationships with service delivery partners.
Grants Strategy, Oversight & Compliance
Leadership & Strategy: Provide strategic leadership for all grant-funded projects, ensuring they align with organisational strategy and deliver intended impact.
Monitoring, Analysis & Reporting: Establish and lead a robust system for monitoring grant utilization, progress, and impact.
Analyse performance data to ensure outcomes are met and to inform future strategies. Be ultimately accountable for the timely submission of financial and narrative reports to review with finance and funding team.
Stewardship & Compliance: Ensure all grants are utilized in accordance with agreements and with the highest integrity. Guarantee full compliance with all funder requirements and conditions.
Proposal Development: Work collaboratively with the funding team to propose and develop new grant opportunities, leading on programme design, budgeting, and narrative for concept papers and proposals.
Team Leadership & People Development
Lead, manage, and develop the multi-disciplinary programme team, fostering a high-performance, collaborative, and accountable culture.
Drive Team Development: Identify and address the team's development needs. Coordinate training, coaching, and mentorship to build capacity in programme management, grant compliance, and leadership.
Oversee all people management processes including recruitment, performance appraisals, and professional development.
Ensure effective communication and coordination within the team and across departments, creating an environment where challenges and ideas are openly shared.
Financial Planning & Control
Lead the development of programme budgets and contribute to the annual budgeting process.
Be responsible for monitoring and analyzing programme expenditure against approved budgets, providing forecasts, and ensuring financial targets are achieved.
Requirements
A minimum of 5 years of senior management experience within the charity/NGO sector, with a proven track record in programme and people leadership.
Demonstrated expertise in the full grant management cycle: from proposal writing to monitoring, analysis, reporting, and compliance.
Experience in developing safety standards and operational protocols for community services or physical activity programmes.
Proven ability to support and manage volunteer-driven initiatives alongside professional service delivery.
Strong strategic planning and analytical abilities, with a focus on outcomes and impact measurement.
Excellent communication and interpersonal skills, fluent in Cantonese and proficient in written and spoken English and Chinese.
Proficient in MS Office and Chinese word processing.
High levels of self-motivation, responsibility, and integrity.
