Mandate Officer – Reporting and Data Analysis – based in Luxembourg


This position is based at our Luxembourg headquarters and requires regular office presence. The EIB offers you the opportunity to live and work in a truly international and multi-cultural environment. We also offer relocation support.
This is a full time temporary position at grade 4/5
The term of this contract will be until 30th November 2026.

Purpose
The Advisory Mandate Management Unit's responsibilities span the full-spectrum of Advisory Mandate Management, including eligibility checks and extensive monitoring and reporting activities related to advisory assignments, which require data standardisation and quality assurance as building blocks for generating reports – the post will support both these activities directly and via systems enhancements and automation.
Operating Network
The successful candidate will report to the Head of the Advisory Mandate Management Unit which is the nexus for information and financial flows related to several Advisory Mandates. Among the challenges faced are the significant enhancements required for IT systems and tools, as well as the coordination and management of multiple stakeholders. Managing these challenges on a day-to-day basis and contributing to system enhancements requires a high degree of flexibility and the ability to swiftly understand and operate in a complex and evolving environment.
Accountabilities
Acquaints themselves quickly with tools, systems and processes supporting EIB Advisory to the point of being able to use, enhance and combine these for purposes of monitoring and reporting
User-based mastery of the principal IT systems and tools, notably ASApp, MMS, Business Objects and MIS as well as end-user computing tools, and how these link to operations, reporting and procedures, with a view to reporting, notably via structured reports as well as presentations
Ability not only to use and tools but to conceive of improvements in terms of concept, analysis and, ideally, implementation of solutions that help provide a complete and integrated view of EIB Advisory's data structure, notably EIB Advisory's Power BI Dashboard as well as Co-Pilot; this includes new ways of doing and automation of existing tasks.
Develops a solid understanding of advisory mandates, notably that of the InvestEU Advisory Hub
Contribute to the tasks of the unit's Working Groups on Operational and Financial Reporting
Contribute to the development of analytical work based on InvestEU Advisory Hub, including links to investment outcomes, lending activities, and Climate action and environmental sustainability
Contribute to efforts to develop the evaluation of advisory activities, including gathering survey-based evidence, and translating these into relevant insights
Contributing to the preparation and management of various meetings of the mandate's governance bodies, including by assisting with the preparation of presentations
Advising and actively supporting operational teams EIB Advisory in InvestEU Advisory Hub related matters
Other support to ensure efficient and effective management of InvestEU Advisory Hub mandate and delivery of the operational support tasks to the EC
Qualifications
University degree (minimum an equivalent to a Bachelor) preferably in engineering, computer science, business administration, or other relevant studies such as economics or finance
At least 3 years relevant professional experience in project management and reporting, systems enhancements, preferably gained in an international organisation, financial institution or consultancy
Proven ability to query and design with IT systems and tools. Power BI, would be a distinct advantage, as would a proven ability to avail of Co-Pilot to simplify and streamline tasks
Proven track-record of contributing elements to complex processes and projects involving multiple stakeholders; understanding of business process management would be an advantage
Knowledge of EIB objectives, strategies, policies, procedures, organisation and processes
A self-starting team player with excellent interpersonal, communication and negotiation skills
Excellent knowledge of English is required. Knowledge of other EU languages would be an advantage.
