We're looking for a senior IT Transformation Expert to join our client's organization on a part-time basis, acting as a trusted advisor and sparring partner for senior management. In this role, you will help define and embed a future-proof IT Operating Model, strengthen IT governance, and bring clarity and structure to IT budgeting across run, change, and project activities within a large and complex environment.
The role & mission objectives
As a senior expert and coach, you will support internal leadership and program stakeholders in shaping and validating the target IT operating landscape. You will co-create the future-state blueprint, ensure consistency across governance, organization, and processes, and advise on strategic choices related to IT structure and decision-making. You will also act as a communication bridge between IT teams and governance bodies, translating complex IT topics into clear, actionable decision options while ensuring sustainable knowledge transfer.
Key Responsibilities
Your mission will include a combination of strategic advisory, facilitation, and coaching activities:
- Co-create, structure, and validate the target IT Operating Model and governance blueprint
- Ensure end-to-end coherence across roles, responsibilities, processes, interactions, and decision forums
- Advise senior management on IT organization and governance scenarios, including impacts, risks, and prerequisites
- Translate complex IT challenges into clear decision options for technical and non-technical stakeholders
- Develop structured deliverables such as decision notes, diagrams, impact analyses, and option papers
- Act as a liaison between IT teams (development, infrastructure, platforms, security, architecture, support) and governance bodies
- Facilitate cross-functional workshops, governance forums, and decision-making processes to build alignment and buy-in
- Coach managers and key teams in adopting the future IT model, governance mechanisms, and collaboration practices
- Support change management by addressing adoption challenges and organizational friction
- Ensure knowledge transfer and help internal teams become autonomous in steering the IT Operating Model and governance framework
The ideal candidate
- At least 15 years of experience in IT, preferably within large and complex public-sector environments
- Proven experience designing, structuring, and validating organization-wide IT Operating Models and To-Be Blueprints
- Strong knowledge of relevant IT frameworks and domains (e.g. ITIL, COBIT, IT governance and architecture principles), applied pragmatically
- Excellent analytical and conceptual skills, with the ability to maintain coherence across all components of an IT Operating Model
- Outstanding communication skills, both written and verbal, with the ability to simplify complex IT concepts for diverse audiences
- Demonstrated advisory experience working closely with senior management and IT transformation leadership
- Strong stakeholder management skills, acting as a connector between IT, business, HR, finance, and governance actors
- Proven experience facilitating cross-functional decision-making and building alignment through co-creation
- Solid change management and coaching capabilities to support adoption of new operating models
- Experience in the Belgian public sector is required; experience in federal organizational transformation is a strong asset
- Comfortable working in a multilingual environment (French, Dutch, and English)
