DUTIES AND ROLE
The Project Manager (Outsourcing) leads all activities linked to one or more projects of low size, complexity and limited interdependency to deliver Products to the Customer (either External or Internal).
Regular travel to sites in Belgium and The Netherlands.
Risk management
- Carries out risk management activities within a specific function, technical area or project of medium complexity.
- Identifies risks and vulnerabilities, assesses their impact and probability, develops mitigation strategies and reports to the business.
- Involves specialists and domain experts as necessary.
Project management
- Defines, documents and executes small projects or sub-projects.
- Works alone or with a small team actively participating in all phases of the project.
- Applies appropriate project management methods and tools.
- Identifies, assesses and manages risks effectively.
- Agrees project approach with stakeholders and prepares realistic project plans (including scope, schedule, quality, risk and communication plans).
- Tracks activities against the project schedule, managing stakeholder involvement as appropriate.
- Monitors costs, times, quality and resources used takes action where these exceed agreed tolerances.
Requirements definition and management
- Defines and manages scoping, requirements definition and prioritization activities for initiatives of medium size and complexity.
- Contributes to selecting the requirements approach.
- Facilitates input from stakeholders, provides constructive challenge and enables effective prioritization of requirements.
- Establishes requirements baselines, obtains formal agreement to requirements, and ensures traceability to source.
Contract management
- Acts as a routine contact point between the organization and suppliers concerning contract management.
- Supports the collection of contract performance data.
- Creates standard reports on contract performance.
- Deliver on time/cost and scope of Projects under his/her responsibility.
- Contribute to other project activities in support of higher roles Project Managers (from project initiation to project closure).
- Take appropriate actions following Agency procedures and upper management decisions to successfully deliver projects.
- Adopt the project approach defined by his/her Projects Portfolio Manager following Agency processes.
- Develop Project Proposals based on Customer's requirements and agreements.
- Manage Project Team to deliver the project according to Customer's agreements.
- Provide regular accurate Project status reports.
- deputize for higher grade staff, if required.
- Perform other duties as may be required.
SKILL, KNOWLEDGE & EXPERIENCE
- The candidate must have a currently active NATO SECRET security clearance.
- A minimum requirement of a Bachelor's degree at a nationally recognized/certified University in an information systems, physics or electronics related scientific or engineering discipline, or other relevant scientific discipline, and 2 years post-related experience.
- Or exceptionally, the lack of a university degree may be compensated by the demonstration of a candidate's particular abilities or experience that is/are of interest to NCI Agency, that is, at least 6 years extensive and progressive expertise in duties related to the function of the post.
- Recent experience in Project management of C4ISR acquisition and / or development projects for a large organization.
- Experience in Project Management tools, managing cost and labor.
- A recognized formal Project Management qualification, such as PRINCE2 or PMP. The lack of formal qualifications can be compensated by the demonstration of expertise and experience in the domain.
Education, Experience and Training (Desirable):
- Experience in managing projects within a large organization environment is highly desirable.
- Experience with using Business Intelligence Toolsets.
- Certification in Risk Management is highly desirable; (Management of Risk (MoR) or similar )
- Prior experience of working in an international environment comprising both military and civilian elements.
- Knowledge of NATO responsibilities and organization, including ACO and ACT.
