Duties & Role:

Under the direction of Agency's Footprint Adaptation Programme Manager, the incumbent will perform duties such as the following:

  • Liaise and coordinate with the Agency's internal and external stakeholders, to include the full set of suppliers which will be contracted to ensure the appropriate level of building operations;
  • Ensure smooth transition from the project implementation stage to the standing building operations (Business As Usual);
  • Ensure the building will achieve is initial operational capability on 1st October 2026, as far as the O&M framework is concerned;
  • Manage, coordinate and implement operation and maintenance activities for the facility and technical installations, ensuring facilities are operational and compliant with business requirements;
  • Implementation of maintenance, modifications and ad hoc projects in collaboration with designated contractors;
  • Responsible for safe operation and maintenance of premises and installations to ensure a safe and healthy working environment in line with the Agency Health & Safety Directive and applicable local legislation, including ensuring the safe delivery of work by contractors;
  • Plan, manage contracts and providers for delivery of hard and soft services such as utilities provision, systems and equipment maintenance, cleaning and catering etc;
  • Provide the necessary data to develop business cases and cost- effective solutions, including analysis of options of a wide range and complicated technical facilities and systems;
  • Conducts and documents regular facilities inspections;
  • Act as fund manager for the allocated budget;
  • Planning of yearly budgets inputs for the financial plan with justifications and manage the allocated funds for operational expenditures (O&M) as well as capital investments for renovation, upgrading, installation and construction projects.
  • Supervising multi-disciplinary teams of staff including cleaning, catering and technical maintenance.

Specific Working Conditions: Working activities, particularly during the first semester, will be conducted in a "construction side" configuration, hence protective gears will have to be worn once inside the building. Those will be provided by the Agency along with any required rule of conduct in line with Agency's Security and Health and Safety policies.

Skill, Knowledge & Experience:

  • The candidate must have a currently active NATO SECRET security clearance

This is a transitional function which requires a combined set of skills, knowledge and experience between project management and facility/site management.

The incumbent is required to possess the following:

  • (Mandatory) Master's degree in Civil Engineering and/or Science in Construction, with strong expertise in assessing building performance, maintenance needs and long-term infrastructure reliability.
  • (Mandatory) 10+ years of engineering experience, with demonstrated success in quality control, project coordination, site supervision, ensuring the projects are completed on time and within budget and in alignment with H&S regulations;
  • (Mandatory) Regulatory & Sustainability Expertise: Certified Fire Safety Expert with a strong understanding of building regulations and energy-efficient practices, ensuring safe and sustainable facility operations;
  • Problem-Solving and Leadership: Proven ability to manage projects, identify technical issues, and implement effective maintenance and safety solutions;
  • Engineering Proficiency & Rapid Learning: Strong grasp of engineering programs with ability to quickly master new tools and method;
  • Good knowledge of techniques for planning, monitoring and controlling civil infrastructure programmes;
  • Good understanding of the procurement process including negotiation with third parties;
  • Good knowledge of programme and project management methods;
  • Good knowledge of budgeting and resource allocation procedures;
  • Ability to produce succinct, well-structured and effective staff papers, presentations and correspondence;
  • Excellent written and verbal skills with a proven ability to write English to a very high standard;
  • Ability to facilitate/present with strong persuasion to secure buy-in and highly effective negotiating skills to achieve desired outcomes including business growth.
  • Ability to multi-task, manage time and work effectively under pressure while producing high-quality products under short-notice deadlines.
