Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.
The Partnerships Directorate (PD) enhances Military Cooperation (MilCoop) with Partner nations, International Organisations (IO) and Host Nations (HN).
The J9 Cooperation and Liaison Division provides overarching direction, coordination and advice across ACO on interaction between the Civil and Military entities.
The Civil-Military Cooperation Plans and Operations Branch provides Civil-Military expertise in the Operations and Exercise planning process.
Principal Duties
Develops Resilience through Civil Preparedness.
Collects CIMIC Assessment products related to J9 from the Tactical/Operational and Strategic level.
Conducts analysis on the assessments to understand what the common indicators are.
Develops key indicators (Strategic & Operational) to support the Resilience through Civil Preparedness.
Liaises with ACO community to seek support and approval of the indicators.
Creates an indicator catalogue.
Implements of the Layered Resilience Concept.
Develops Key User requirements for the CIMIC Analysis and Assessment Capability tool.
Supports CPO on Branch Head on J9 processes and propose efficiency measures.
Consults, co-operates and liaises with non-NATO HQs and IOs/NGOs on CIMIC issues.
Co-ordinates and assist sin the developing of Civil Emergency Planning.
Represents ACO through the provision of CIMIC advice in committees, conferences, boards and working groups.
Supports CIMIC courses, exercises and conferences as lecturer and syndicate leader.
14) Monitors operations and maintain the CIMIC picture, assessing the impact of military operations on civilian activities and reporting the civilian activity and reactions to the implementation of the CIMIC / Operational Plan. Liaises, cooperates and co-ordinates with CFC, Multinational CIMIC Group (MNCG), CIMIC Centre of Excellence (CCOE), subordinate HQs and CIMIC cells including the CIMIC Forward Element and CIMIC Centre.
Performs any other duties as directed by CPO Branch Head.
SPECIAL REQUIREMENTS AND ADDITIONAL DUTIES
The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries up to 30 days.
The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract.
The risk of injury is categorised as No risk / risk might increase when deployed.
Essential Qualifications
a. Professional/Experience
1) Experience in project management (diligent time management and conscious of deadlines)
2) Advanced analytical skills with experience collecting, organizing, analyzing and disseminating abundant information with accuracy
3) Thorough knowledge of historical, political and legal background about NATO's operational areas
b. Education/Training
University Degree in political science, international relations or related discipline and 1 year of post related experience or Higher Secondary education and completed advanced vocational training in political science, public administration, international relations or related discipline leading to a professional qualification or professional accreditation with 2 years post related experience.

• Personal Attributes: The range of personal attributes required for this post are very demanding and exacting, but without them the function will fail. Foremost, an analytical mind is needed to identify and evaluate complex and competing issues and that can develop imaginative yet still pragmatic solutions. Inter-personal skills must also be highly developed. The post holder will be working in an international community where different cultural values and styles exist. The holder will need to be able to work successfully with staff at all levels of the organization, from the lower ranks during the analysis work up to the highest levels when presenting findings and recommendations. This requires tact, judgement and agility. High standards of personal and professional behaviour and moral courage are also needed.
• Professional Contacts: The incumbent must be comfortable to engage with a range of individuals from across ACO SHAPE and also with all of the NATO Command Structure. This will be a mixture of Military and Civilian personnel. There will also be engagement with NATO HQ. The individual must have a high level of maturity, understanding and be cognizant of sensitivities with an international environment.
• Contribution To Objectives: This post will directly contribute to the ACO J9 Strategic Objective and the 5 Strategic Initiatives.
REMARKS:
Duration of contract: Serving staff members will be offered a contract according to the NATO Civilian Personnel Regulations (NCPR). Newly recruited staff will be offered a definite duration contract of two years for the position of CIMIC Specialist OSC MJJX 1010 or 1 year and 9 months for the position of CIMIC Specialist OSC MJJX 1020. On expiry of this term the PLN will be deleted or will exceptionally be considered for extension.
The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member's eligibility, and which is subject to the withholding of approximately 20%25 for pension and medical insurance contributions.
