Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.
The Cyberspace Directorate directs monitors and coordinates all Cyberspace Operations (CO), Electronic Warfare (EW), Electro Magnetic Spectrum (EMS) activity and Communications and Information Systems (CIS) functional area activities and staff functions across ACO.
The Cyberspace Operations Centre (CyOC) is NATO's only Theater Component for cyberspace, providing persistent, centralised and comprehensive cyberspace situational awareness, Command and Control (C2) and execution. The CyOC is within the SHAPE establishment but with different roles and responsibilities.
The Cyberspace Situational Awareness Branch is to provide the Cyberspace Operations Centre (CyOC)'s ability to incorporate the various aspects of cyberspace situational awareness, from all sources, which creates the theatre-wide cyberspace situational awareness, and integrate the cyberspace perspective into a single coherent dimension of the 360-degree approach.
The Cyberspace Situational Awareness Support Section analyses technical cyberspace vulnerability assessments and instigates consequence mitigating activities.
The incumbent is to collate information entering the CyOC to prepare for data exploitation, and disseminate it to the proper stakeholders. He/she will maintain awareness of all major operational activities planned within the CyOC in order to maximize information availability. Additionally, he/she will maintain close relations with the Cyberspace Community of Interest (CyCOI) at all levels.
Principal Duties
The incumbent's duties are:
Engage with national cyberspace counterparts and relevant stakeholders to ensure effective and timely information sharing;
Maintain up-to-date contact information for the Cyberspace Community of Interest (CyCOI) Points of Contact (POCs), including national POCs associated with the CYOC.
Support the Section Head in organizing and coordinating cyberspace conference with national representatives on behalf of the CYOC;
Coordinate with the Cyberspace Community of Interest (CyCOI), including Joint Force Commands (JFCs) and Single Service Commands (SSCs) at the operational level to ensure proper information flow and alignment;
Facilitate information sharing between the operational and strategic levels within the CyCOI, including enterprise-level cyberspace information;
Support the establishment and maintenance of coordination and cooperation processes for information sharing across all levels;
Support the development and refinement of processes for civil-military cooperation and coordination in the Cyberspace domain.
Special Requirements and Additional Duties
The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries up to 180 days. The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract.
Essential Qualifications
A. Professional/Experience
1. Proven experience of at least 3 years in engaging national and international cyber stakeholders for effective information exchange.
2. Proven experience of at least 2 years in engaging national and international cyber stakeholders for effective information exchange with the ability to coordinate and support strategic-level conferences with national cyber representatives.
3. Ability to develop, implement, and refine coordination processes for cyberspace information sharing.
B. Education/Training
University Degree in computer science, engineering disciplines, statistics or similar numerate discipline, operations research or related discipline and 2 years post related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.
C. Language

A Professional Experience
Post requires knowledge and experience of cyber and cyber defence capabilities in relation to support of the operations of a large international, governmental or military organization.
Recent experience in drafting and applying Standard Operating Procedures (SOPs) for information sharing.
Strong proven event-planning and project-management skills in cyber or defense settings.
Proven knowledge of NATO structures, Joint Force Commands (JFCs), and Single Service Commands (SSCs).
B Education/Training
Service Management: ITIL version 3 or internationally recognized equivalent certification;
PRINCE 2 training;
Cyber Security Courses (fundament and advanced);
Communication and management course;
Moderation courses and or similar.
Attributes/Competencies
Personal Attributes: Able to work in a multilateral environment.
The incumbent will need to display a high degree of professionalism, technical expertise, organisational, coordination and communication skills in the performance of his/her duties. The rapidly changing NATO / CYBERSPACE environment and increasingly constrained resource situation creates a requirement to solve numerous complex problems and challenges, which shall require the incumbent to draw upon a comprehensive ability to reason, analyse, act with persuasion and diplomacy. The post requires a self-starter, analytical skills, Data visualization, and conceptual thinker. Team worker. Must impact/ influence activities within the various stakeholders' organization.
Professional Contacts: The incumbent needs to develop very good working relationship with other entities such as the SHAPE J6, SHAPE J2X, NCISG, NCIA, CTAB, CDT, the NATO Office of Security, the NATO Office of Resources, NATO member Nations, as well as Cyberspace staff within the subordinate Commands.
Contribution To Objectives: Support for the achievement of a comprehensive situational awareness for cyber operations. They maintain close coordination with the NATO Cyberspace community on interest.
REMARKS:
Duration of contract: The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension.
The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member's eligibility, and which is subject to the withholding of approximately 20%25 for pension and medical insurance contributions.
