Asset Delivery is the Fluxys division responsible for developing and building decarbonisation infrastructure. This includes solutions for transporting and importing clean gas molecules, such as hydrogen, captured carbon and natural gas.

The Asset Delivery division is looking for a Senior Cost Estimator (m/f/x) for its Technical Development Backbones department at our headquarters in Brussels, to shape and implement innovative projects.

As Cost Estimator Terminals at Fluxys Asset Delivery's Technical Development Terminals department, you will be responsible for establishing a robust cost estimating framework for terminals, bearing in mind the uncertainties associated with the implementation of new technologies. You will prepare cost estimates in the preliminary study phase, assess those made by engineering firms in the feasibility and FEED phases, and challenge EPC bids and alteration assignments for terminal projects. In addition, you will develop a database, methodologies and tools within Asset Delivery – Technical Development Terminals.

Your work will help provide a better understanding of CAPEX estimates in the various phases of project development and EPC bids, enabling Fluxys to make better strategic and financial decisions.

With your expertise and initiatives, you will create a 'centre of excellence' for cost estimating at Fluxys, enabling best practices to be developed and shared within the organisation.

You will report to the Technical Development Terminals Manager.

• Shaping Fluxys strategy in the context of the energy transition from a cost perspective and converting it into reality
• Identifying the needs of future customers and general needs and converting them into cost estimating methodologies and tools
• Developing projects in terms of cost estimating, budget and financial planning via various decision-making landmarks
• Aligning initial demand with long-term potential to ensure the appropriate cost structure and profitability
• Developing your own high-level cost estimates in the early phases of project development
• Screening and critically assessing cost estimates and bids from external engineering firms and EPC bidders
• Analysing, checking and challenging alteration assignments and claims in EPC and contractor contracts
• Collaborating with project managers, Business Development and Finance to improve cost estimates and investment analyses
• Setting up and managing a database with cost information and market analysis
• Coordinating with Digital/Accelerator when it comes to developing tools and methodologies
• Contributing knowledge sharing within the organisation and integrating cost estimating into broader project decisions
• Promoting Fluxys as a key player in the energy transition that adds value by offering infrastructure-based solutions

• A master's degree in engineering, or equivalent training with relevant experience
  
• At least 10 years' experience of cost estimating, project control or EPC contract management
  
• Experience of cost estimates for terminals, energy projects or infrastructure would be a major plus
  
• You are a certified cost engineer or have taken in-depth courses in cost estimating and have applied the knowledge acquired there
  
• Strong analytical thinking skills and the ability to critically assess cost structures
  
• A knowledge of cost estimating methodologies and software tools, and the ability to advise Fluxys on using the relevant tools
  
• Strong negotiation and communication skills in order to win over internal and external stakeholders
  
• The ability to work independently and take the initiative in a dynamic environment
  
• An excellent knowledge of English (essential); a knowledge of Dutch and French would be a plus
  
• A willingness to travel abroad occasionally when needed
