About the Role

We are seeking an experienced
Project Leader
to guide and coordinate an
IT team of 10 professionals
working in an Agile/Scrum environment. The team is responsible for developing and maintaining applications for both the
Flemish Government
and the
Federal Agency for Medicines and Health Products
.

The Project Leader will oversee multiple operational services and ensure the successful delivery of planned developments, balancing
scope, budget, and timelines
.

Scope of Responsibility

You will take ownership of project and release management for the following services:

• Agency Opgroeien (Flemish Government)
• Ecosystem supporting youth assistance request management in Flanders.
• Departement Zorg – Policy Domain WVG (Well-being, Public Health & Family)
• Authentic source of healthcare institutions in Flanders.
• Employment support for care-dependent target groups.
• Agentschap Zorg & Gezondheid
• Electronic data exchange for family care services.
• Federal Agency for Medicines and Health Products (FAMHP)
• Management portal for the authentic source of pharmacies.

Key Responsibilities

• Lead the delivery of multiple projects and services in an
  Agile/Scrum
  environment.
• Act as
  Scrum Master
  , ensuring team velocity aligns with release goals.
• Manage
  capacity planning
  ,
  release planning
  , and
  scope control
  .
• Maintain clear and proactive communication with stakeholders (business, analysts, technical teams, infrastructure).
• Provide
  top-down and bottom-up reporting
  (progress, risks, KPIs, SLAs).
• Monitor and control
  scope, budget, quality
  , and
  risks
  using
  Prince2 principles
  .
• Anticipate and escalate risks such as scope creep or budget/schedule overruns.
• Support teams of analysts, architects, and developers while tracking performance.
• Ensure smooth operations of systems in production (incident management, KPI tracking, SLA compliance).
• Translate technical and architectural concepts into business-friendly language, acting as a buffer between business and development teams.

Profile & Requirements

• Proven experience as a
  Project Manager / Project Leader
  in IT, preferably in government or regulated sectors.
• Hands-on knowledge of
  Agile/Scrum
  and
  Prince2
  methodologies.
• Strong affinity with ICT and comfortable managing teams in
  Java/OpenShift
  environments.
• Ability to understand and communicate
  functional analyses
  and
  technical architectures
  to both business and IT teams.
• Experience in
  healthcare
  or
  government IT systems
  is a plus.
• Excellent communication skills with stakeholders, analysts, and technical teams.
• Strong stakeholder management and the ability to diplomatically manage expectations.
