We are currently supporting our client in their search for a Cost Engineer.
Organization
The Cost Engineer will manage and provide cost management services to control the cost of the construction activities for one project component. This could encompass any aspects of Construction costs ( civil, mechanical, electrical etc..).
Initially the cost engineer would help the team of site construction cost engineers (4 consultants/contractors) to manage the construction costs. He would closely work with a head office-based cost engineers (2-3) in UK. Our client has contracted several engineering companies to provide construction management services including cost management services to control the construction contract cost. The role includes oversight of some cost management services performed by these engineering contractors. The construction cost baselines are controlled throughout the entire construction and commissioning phases under the guidance of the site construction project manager (accountable of the construction budget) and the site construction project controls manager (accountable to improve cost & schedule performance). It is expected that regular rapid, transparent communication of estimated cost at completion, cash flow is maintained with the board.
Function
The project cost baselines are controlled throughout the entire lifecycle of the project from Execute to start up.
Internal factors influencing the job are regular rapid, transparent communication of project cost at completion, forecasting cash flow needs & creation of procedures or work processes to control cost, including monitoring change and their impact.
Important external factors are financing institutions requests, EPCm contractor and sub-contractors.
Responsible for all monthly and interim cost reporting for the specific Project Delivery Team
Responsible for monitoring and coordination of all construction cost reporting for the different projects forming part of Project – Lillo Site
Assist Schedulers and Project Controls Managers in ad hoc project controls duties as required.
Ensure that all costs incurred are included in the total project cost.
Collet data on spending and commitments, post them against estimated values, and make a forecast for that particular item of the cost estimate.
Monitor forecast deviations and report status of these budgets in a timely manner throughout the projects.
Play a key role in the technical management of all contractors and subcontractors activities who are responsible in the achievement of the project objectives for cost tracking.
Ensure that cost risk analysis is performed and applied to forecasting activities.
Ensures all proposed change requests receive cost impact assessments beginning with Execute project phase.
Support the auditing efforts by the banker’s engineers chartered by the external financing institutions.
Requirements
Level of education & Experience in general
A Bachelor degree in a technical discipline, or equivalent, is preferred but not mandatory, anyhow there is need to share a common understanding, based on “scientific principles and techniques”, with the engineering function.
A minimum of 15 years’ experience in a process industry production and/or engineering environment with large (>$100MM) capital project management experience.
Mega-project experience (>$1000MM) preferred. Thorough working knowledge of Project Controls practices.

Technical skills
Good understanding of chemical engineering and chemical plant operations and project engineering, quantity surveying.
