Fincons is looking for a BUSINESS, PROCESS and DATA ANALYST
We are seeking a professional with a hybrid background in business analysis, data analytics, and service operations, capable of translating operational performance data into actionable business insights. The ideal candidate will have strong experience in supporting business operations through analytical frameworks, continuous service improvement, and structured governance.
Familiarity with ITSM practices remains essential, but the emphasis is on their application in business support environments, such as finance, HR, logistics, or customer service.
TASKS
Following tasks will be performed by external service provider:
• Understand the overall customs processes in order to be able to determine the required IT
requirements. More explicitly, the relationships between the customs business layer and the
IT service layer are of major importance;
• Prepare project plan, execute & follow-up, discuss and negotiate with all stakeholders
SoftDev, ITSM, internal teams etc.
• Participate and contribute in brainstorming, meetings, trainings and workshops with contractors and/or other partners;
• Organise and lead project-related meetings, including webinars, trainings, workshops
• Support projects by designing services and components (or supervising contractors' design),
encouraging re-use as well as committing that the design of the system will fulfil the
requirements;
• Define in close collaboration with the contractors and the systems’ stakeholders the
requirements, in particular non-functional requirements (volume, scalability,
confidentiality, integrity, availability, business continuity and disaster recovery planning);
• Analyse the integration of different information systems and ensure their interoperability;
• Produce and/or review project related documents (including Function Point reports).
• Discuss and coordinate business aspects of the assigned IT projects with various
stakeholders (DG TAXUD business and IT teams, contractors' teams, COTS providers,
Member States' representatives, etc.). Understanding of the applicable legislation, the
business and the functional requirements;
• Determine the IT requirements and translate them into an action and project plan;
• Enforce the delivery of the project(s) according to the agreed schedule, with the expected
quality and with the resources provided;
• Ensuring maximum uptime, accurate and early incident response, appropriate configuration
management, proactive maintenance and tuning;
• The monitoring and reporting on operations and on capacity consumption, and liaison with
all (internal and external) stakeholders;
• The definition of KPIs, as well as the monitoring and reporting on all quality indicators.
• Report on the service status (SLA, actions, risks, issues, decisions, changes, etc.)
• Follow-up of the activities of the DG TAXUD contractors:
o Support the preparation of technical annexes to setup the contractual activities;
o Coordinate project related matters with the contractors and other stakeholders;
o Supervise the production of the deliverables and the required level of quality;
o Review the periodically produced reports related to the assigned projects.
• Report on the project status (tasks progress, plan, actions, risks, issues, decisions, changes,
etc.).
REQUIRED KNOWLEDGE AND EXPERIENCE
• Minimum experience of 10 years in IT systems out of which 5 years within customs environment
performing systems analysis or project management activities;
• Deep IT technical knowledge in areas of networking (TCP/IP), Linux, databases, IT security,
programming languages and web based applications;
• Excellent knowledge of service interfaces and service data;
• Experience of large scale IT systems integration projects;
• Knowledge and experience in platforms like CCN1, CCN2 etc. is an asset;
• Experience with distributed IT systems is an asset;
• Prior experience with conformance testing is an asset;
• Ability to work autonomously is mandatory;
• Experience in international/multicultural environment and public administration are assets;
• Ability to give business and technical presentations
• Very good communication skills with technical and non-technical audiences;
• Analysis and problem-solving skills;
• Capability to write clear and structured technical documents;
• Ability to participate in technical meetings and good communication skills.

• Oracle SQL developer;
• Soap UI and Ready API;
• ALM tools: Jira, Nexus, Confluence.
