Role Description

We are seeking an experienced and proactive HR Manager to lead and manage all HR functions for our growing operations in Belgium. This role is essential in ensuring local HR compliance, driving operational excellence, and supporting a thriving and legally sound work environment for both office and site-based staff.


You will be responsible for executing HR strategy in line with TSL’s global standards and Belgian legislation, leading on all HR activities including policy development, employment compliance, payroll oversight, recruitment, employee relations (ER), performance management, and HR operations.


Key Responsibilities

  • Ensure full compliance with Belgian labour laws and social legislation in all HR policies, procedures, and practices.
  • Oversee end-to-end payroll processing in collaboration with external payroll providers; ensure timely and accurate payment and reporting.
  • Lead HR policy development and implementation aligned with local regulations and TSL standards.
  • Serve as the key point of contact for HR legal matters and liaise with external legal counsel as required.
  • Manage employee relations matters (disciplinaries, grievances, absences) and support managers with fair, lawful, and timely resolutions.
  • Drive the full employee lifecycle from hiring, onboarding, probation, performance reviews, promotions, and offboarding.
  • Implement and lead succession planning and talent development initiatives for key roles.
  • Support local recruitment and workforce planning, including partnering with local agencies and internal stakeholders.
  • Monitor and report on key HR metrics (e.g., turnover, headcount, diversity).
  • Maintain a robust HRIS and ensure accurate HR documentation and employee records.
  • Foster a high-performance culture and ensure strong engagement with employees at all levels.
  • Coordinate organisational changes, restructures, or redundancies in accordance with legal frameworks.
  • Partner with Group HR on regional and global initiatives and ensure local implementation is successful.


Key Competencies

  • Bilingual/Trilingual communication: Fluent in English, Dutch, and French – verbal and written communication is essential.
  • Compliance-focused: Strong knowledge of Belgian employment law, payroll practices, and HR regulations.
  • Operational Excellence: Detail-oriented with a hands-on approach to HR operations and process improvement.
  • Leadership & Influence: Strong interpersonal skills with the ability to influence stakeholders at all levels.
  • Resilience & Autonomy: Able to navigate ambiguity, solve problems proactively, and operate independently.


Experience & Skills Required

  • Proven HR leadership experience in Belgium, ideally within a fast-paced construction or industrial environment.
  • Deep understanding of Belgian HR legislation, compliance requirements, and payroll systems.
  • Strong background in generalist HR management: ER, performance, recruitment, compensation, and HR policy.
  • Experience working across multi-site or project-based environments (construction/engineering preferred).
  • High level of discretion, diplomacy, and integrity.
  • Proficient in MS Office and HR systems.
  • Relevant degree in Human Resources, Business Administration, or equivalent.
  • CIPD, Sociale Wetenschappen or equivalent HR qualification is a plus.
