Context
The client is currently preparing for compliance with the Belcotax 2.0 and eGov 3.0 LTDS declaration programs, a major Belgian Social e-Government modernization initiative aiming to transform payroll and social data exchanges between employers, payroll partners and social security institutions.
This transformation introduces a new data- and event-driven declaration model that will progressively replace historical mechanisms such as DMFA and DRS declarations.
As part of this large-scale transformation, significant impacts are expected on HR, Time Management and Payroll processes, including:
Adaptation of SAP S/4HANA data models
New exchange interfaces and workflows
Reinforced data quality and compliance controls
Transition management between legacy and new reporting mechanisms
To support this strategic program, Nexeo is looking for an experienced Senior Business Analyst HR with strong expertise in Time, Payroll and Post-Payroll processes within SAP S/4HANA environments.
As a Senior Business Analyst HR – SAP S/4HANA, you will be responsible for the following tasks:
Analysis & Process Assessment
Analyze the current AS-IS processes related to Time Management, Payroll and Post-Payroll
Assess both operational and SAP S/4HANA process flows
Identify process complexities, gaps and operational risks
Analyze the functional impacts of Belcotax 2.0 and eGov 3.0 LTDS requirements
Translate regulatory requirements into concrete business impacts and operational adaptations
Functional Design & Specification
Organize and facilitate workshops with stakeholders:
HR teams
Payroll teams
IT teams
Social secretariat
Operational business teams
Gather, challenge and formalize business requirements
Produce detailed functional specifications and process documentation
Ensure consistency between business expectations and SAP S/4HANA adaptations
Support the definition of future target processes (TO-BE)
Coordination & Project Delivery
Coordinate activities between business and IT teams
Monitor SAP S/4HANA adaptation progress and regulatory alignment
Ensure project priorities, timelines and compliance constraints are respected
Facilitate communication and alignment across all stakeholders
Contribute actively to the successful implementation of the transformation roadmap
Testing & Validation
Define and coordinate the testing strategy:
Functional testing
Integration testing
UAT
Data quality validation
Prepare and execute pre-UAT activities
Write test scenarios and test scripts
Coordinate and supervise testing phases with Payroll, Time and Social Secretariat teams
Validate that delivered solutions meet both business and regulatory requirements
Change Management & Compliance
Support teams in understanding process changes and operational impacts
Ensure compliance with Belgian social security and regulatory requirements
Contribute to production readiness and go-live preparation
Support the transition towards new eGov 3.0 reporting mechanisms
Profile
Bachelor’s or Master’s degree or equivalent experience
Strong experience as Business Analyst in HR, Payroll or SAP HR environments
Proven expertise in Time Management, Payroll and Post-Payroll processes
Experience working on large-scale transformation or regulatory projects
Strong analytical and problem-solving capabilities
Excellent stakeholder management and workshop facilitation skills
Ability to challenge business and IT teams constructively
Structured, rigorous and results-oriented mindset
Autonomous, adaptable and customer-oriented attitude
Technical Skills
Mandatory
Strong expertise in SAP S/4HANA HR, Payroll and Time Management
Strong understanding of Belgian payroll and post-payroll processes
Experience with functional analysis and business process modeling

Strong understanding of regulatory and compliance-driven projects
