Member States Advocacy Coordinator


Intro Role  

Are you passionate about clean technologies and looking to make a difference at the intersection of EU and national policymaking? Cleantech for Europe, the voice of the cleantech industry in Europe, is looking for a driven and well-connected individual to lead our work mobilising the cleantech community in EU Member States and embedding national perspectives into EU policy advocacy towards the Council of the EU and Permanent Representations. 

About Cleantech for Europe  

Launched in 2021, Cleantech for Europe represents the trailblazers developing, deploying and investing in clean technologies across the EU. Our mission is to bridge the gap between cleantech and policy leaders. We equip policymakers with insights about cleantech and build coalitions to chart a new path for the continent.  

Cleantech for Europe coordinates the work of its regional initiatives — Cleantech for France, Cleantech for Iberia, Cleantech for UK and Cleantech for Italy — and a network of partner initiatives covering the Nordics, Baltics, CEE, Benelux and DACH (Tech for Net Zero). Together, this growing network is uniquely positioned to positively influence both EU legislation in Brussels and its implementation across Member States. 

Purpose of the role  

Much of the impact of what is agreed in Brussels only materialises once EU rules are implemented and translated into concrete projects in Member States. Conversely, national cleantech, energy and financing contexts often dictate the position Member States take on key EU legislative files. Bridging that gap requires systematic coordination — and that is the focus of this role. 

As Member States Advocacy Coordinator , you will coordinate a coalition of Cleantech regional initiatives and serve as the connective tissue between the Cleantech for Europe team in Brussels and national cleantech ecosystems. You will help regional initiatives understand and influence Member States’ positions on priority EU files, support the design of national support schemes that make full use of EU State Aid rules, and ensure the cleantech community is mobilised at the right moment, in the right capitals, on the right files. 

You will be part of a passionate and collaborative team and regularly interact with a high-level network of scale-ups, investors, regional initiative leads, national ministries, Permanent Representations and EU policymakers.

Responsibilities  

Coordinate the coalition of Cleantech Initiatives  

  • Build and run a structured “Coalition of Cleantech Initiatives” bringing together Cleantech for France, Iberia, UK and Italy with partner initiatives in the Nordics, Baltics, CEE, Benelux and DACH (Tech for Net Zero); 
  • Convene and chair regular policy coordination calls combining time-sensitive updates with deeper dives on priority files (e.g. Member States’ positions on carbon price, earmarking of national ETS revenues); 
  • Act as the day-to-day liaison between regional initiatives, the Cleantech for Europe team, and our coalitions, ensuring information flows in both directions. 

Influence Member States’ positions on priority EU files  

  • Keep regional initiatives continuously informed of the latest EU policy developments, jointly map and identify national counterparts leading Member State work on priority topics; 
  • Coordinate joint advocacy on the EU files where Member States — via the Council — have a decisive impact. Priority files for 2026 are: 

x Innovation Fund and ETS1 review; 

x Industrial Accelerator Act; 

x Multi-Annual Financial Framework (EU budget); 

  • Develop close working relationships with Permanent Representations of relevant Member States in Brussels, help organise trips of cleantech delegations to meet national representatives. 
  • Work with each regional initiative to actively follow at least 2–3 of these priority files, including drafting joint positions, briefings and outreach plans. 

Mobilise the policy toolkit and Member State outreach  

  • Mobilise Cleantech for Europe’s policy toolkit — papers, research, data — and work with regional initiatives to use national press and media to influence the EU news cycle; 
  • Serve as Cleantech for Europe’s day-to-day liaison with Member States’ Permanent Representations in Brussels, particularly during legislative negotiations. 
  • Coordinate with strategic partners, think tanks, NGOs and other stakeholders on joint events with regional initiatives; 
  • Help regional initiatives engage with their national ministries on the design of public de-risking schemes for cleantech that fully leverage new State Aid frameworks, including the Clean Industrial Deal State Aid Framework (CISAF) and other upcoming State Aid guidelines; 

Requirements (you don’t need all of these to apply)  

  • Master’s degree in policy, energy, international relations, economics or other relevant field; 
  • At least 4–6 years of relevant professional experience in EU and/or Member State policy work, coalition management, government affairs or a related field; 
  • Strong understanding of how EU policymaking interacts with national political and industrial dynamics, ideally with direct exposure to the Council and/or Member State capitals; 
  • Familiarity with EU climate, energy, industrial and/or financial policy files (e.g. ETS, Innovation Fund, MFF, NZIA, CRMA, RED III, Innovation Fund, Grids Package, State Aid frameworks); 
  • Strong work ethic, self-organisation and autonomy, ready to take on challenges and learn new skills, with the ability to work in a team, build on others’ efforts and complement them; 
  • Ability to work towards deadlines and juggle multiple short-, medium- and long-term priorities; 
  • Demonstrated ability to coordinate diverse stakeholders — across countries, organisations and seniority levels — towards shared advocacy outcomes; 
  • Excellent critical thinking, written and verbal communication skills; 
  • Past experience in an EU institution, a Permanent Representation, a national ministry or a regional/national cleantech or industry initiative is a plus; 
  • Strong interest in climate and energy innovation and clean technology, and willingness to keep up with the latest research and industry developments; 
  • Willingness to travel within the EU, including to Member State capitals and Council Presidencies; 
  • Desire to develop by giving and receiving feedback to and from other team members; 
  • Fluent professional English required; additional EU languages strongly preferred
