• Hybrid: Work from Brussels (Client Office) 3 days/ week (Mandatory)

Role Overview:

We are seeking an experienced Technical Delivery Manager to lead large-scale cloud and data migration programs , with a strong focus on Azure-based transformations . This role is responsible for end-to-end delivery governance, stakeholder management, and the successful execution of complex migration initiatives . Experience in the Telecom domain is highly desirable.

Key Responsibilities:

• Lead end-to-end delivery of data migration and cloud transformation programs on Azure.
• Manage program planning, execution, tracking, and delivery across multiple workstreams.
• Ensure adherence to scope, schedule, budget, and quality objectives .
• Drive migration strategy (re-platforming, re-hosting, modernisation) for enterprise data applications.
• Define and enforce delivery governance, milestones, and reporting structures (SteerCo, executive reporting).
• Manage dependencies across data engineering, infrastructure, DevOps, and business teams .
• Proactively identify and mitigate delivery risks, issues, and blockers .
• Coordinate with architects to ensure solution alignment with Azure best practices .
• Oversee UAT, cutover planning, and production rollout activities .
• Establish robust communication channels with stakeholders and leadership .
• Drive continuous improvements in delivery processes, productivity, and quality .

Required Skills & Experience:

Delivery & Program Management:

• 12–18 years of IT experience with 8+ years in delivery/program management
• Strong experience managing large-scale data migration or transformation programs
• Proven track record in Agile, Waterfall, or Hybrid delivery models
• Expertise in stakeholder management and executive communication

Azure & Cloud:

• Strong understanding of Azure cloud ecosystem , including:
• Azure Databricks
• Azure Data Factory / Synapse
• Azure Data Lake (ADLS)
• Azure DevOps
• Experience with cloud migration frameworks and tools
• Knowledge of cost optimisation and cloud governance

Data & Migration Expertise:

• Hands-on exposure to:
• Data warehousing and data lakes
• ETL/ELT processes
• Structured and unstructured data migration
• Experience in legacy modernisation (e.g., Cloudera, on-prem to cloud)
• Familiarity with data validation, reconciliation, and parallel run strategies

Technical & Engineering Understanding:

• Strong understanding of data engineering concepts (Spark, SQL, pipelines)
• Experience working with distributed data processing frameworks
• Knowledge of API integrations and microservices architectures

Telecom Domain (Preferred):

• Experience with Telecom data platforms (BSS/OSS systems, billing, network data)
• Understanding of CDR, customer analytics, and regulatory requirements
• Exposure to large telecom transformation or migration programs

Leadership & Governance:

• Strong leadership skills in managing cross-functional global teams
• Experience driving SteerCo meetings, executive reporting, and escalations
• Ability to influence stakeholders and resolve conflicts effectively

• Excellent communication and presentation skills
• Strong problem-solving and decision-making abilities
• High ownership, accountability, and delivery focus
• Ability to operate in fast-paced, complex environments

Education & Certifications:

• Bachelor’s or Master’s degree in Engineering, Computer Science, or related field
• Proficiency in Dutch or French is an added advantage
• Certifications preferred:
• PMP / Prince2
• Azure Certifications (AZ-900, DP-203, etc.)
