Looking for your next high-impact interim assignment or specialized project? At MEO GROUP, we are looking for a seasoned PMO Project Manager to take the reins of a critical chemical conversion project in West Flanders (Coastal Region), Belgium.

This is a high-visibility role reporting directly to the Central Engineering Director of the Steel BU.

The Project at a Glance

• Scope: Converting a brownfield mixing line from a DBM-based to a Furfural-based binder system.
• Budget: £1.732M
• Location: West Flanders (Coastal Region) — Brownfield site
• Timeline: Hard deadline before December 2026

• Time > Cost Flexibility: Squeezing the lead time is our top priority. We are actively working with suppliers to reduce delivery and installation windows. Budget deviations will be highly considered if it means accelerating the timeline.
• Complex Chemical Conversion: Transitioning to Furfural resin demands uncompromising environmental, ATEX, and HAZOP safety controls.
• Brownfield Challenges: Executing major modifications within an active, fully operational plant without disrupting daily production.

Key Responsibilities

• Project Governance: Establish project governance structures, manage the master schedule, track budget vs. actuals, and align with corporate stage-gate reviews.
• Risk & Compliance: Lead comprehensive risk assessments (HAZOP, ATEX, process safety) and ensure full compliance with Belgian environmental and safety regulations.
• Procurement & Supply Chain: Oversee end-to-end procurement for Furfural storage, dosing equipment, and instrumentation upgrades, while driving tight contract negotiations.
• Stakeholder Management: Act as the central liaison between local plant management, process engineering, procurement, external contractors, and the corporate CAPEX committee.
• Commissioning & Handover: Oversee FAT/SAT protocols and site installation. Ensure full operational readiness (SOPs, maintenance plans, team training) for final handover.

Who are we looking for?

• A strong, independent PMO professional with deep experience in industrial or chemical CAPEX projects.
• Proven expertise in brownfield management, commissioning, and process safety (ATEX/HAZOP).
• Excellent communication skills to manage complex networks of local operational teams and corporate stakeholders.
