Project & Bid Manager

Role : Project & Bid Manager (Power Infrastructure)

For our client, we’re looking for a Senior Project and Bid Manager to join their team in Brussels on a long-term freelance mission (+2 years).

Context :

This role is a dual-function position focused on the electrification of public transport networks. You will act as a key partner for public operators, managing both the execution of existing framework contracts and the development of winning bids for large-scale infrastructure projects.

The scope covers high and medium voltage AC/DC electrical substations, protection and control systems, catenary elements, and SCADA supervision systems.

Core Responsibilities

1. Project Management

• Contract Execution: Lead the delivery and installation of electrical equipment (e.g., 11 kV switchgear) for major metro and urban transport projects.
• Supply Chain Coordination: Manage client orders, forecast future requirements, and coordinate procurement with manufacturing plants.
• Technical Oversight: Organize and conduct Factory Acceptance Tests (FAT) , produce final technical dossiers, and manage "As-Built" documentation and technical data sheets.
• Field Logistics: Coordinate site deliveries and installation works on the transport network, including scheduling engineering resources for commissioning.
• Client Interface: Serve as the primary point of contact for the client, ensuring all open points are resolved and project milestones are met.

2. Bid Management

• Tender Development: Lead the preparation of final offers for public tenders, including requirement analysis and drafting the comprehensive offer dossier.
• Team Coordination: Orchestrate the bid team across financial, legal, procurement, and technical departments.
• Consortium Management: When bidding as a consortium, manage and clarify interfaces with external partners.
• Commercial Strategy: Define cost structures, perform quantity take-offs, and consult with internal and external suppliers to ensure competitive pricing.

Key Requirements

• Education: Industrial Engineer specializing in Electricity or Electromechanics.
• Experience: Minimum of 10 years in electrical installation projects.

Technical Skills:

• Deep understanding of electrical distribution networks.
• Ability to read and interpret HV and LV single-line diagrams .
• Strong background in public procurement and tender writing for infrastructure.
• BA4 & BA5 Certifications

Soft Skills: Highly organized with a practical "can-do" mindset. Proactive, collaborative, and capable of working closely with Key Account Managers (KAM).

Languages: Native-level in French or Dutch with professional proficiency in English.
