Freelance Project & Program Manager

For a customer in Brussels, we are searching for a freelance Project & Program Manager to ensure the overall management of the Digital Twin program and the first certified DAMA DMBOK (Local Digital Twin: Urban Heat Islands).

Responsibilities

• Contribute to the definition of the Digital Twin vision and roadmap in the medium and long term (2029)
• Manage reporting and communication plans: project reporting, financial reporting support, communication strategy
• Provide communication and primary liaison between the project team, management and the client (City).
• Coordinate the collaboration of multidisciplinary teams (infra, Data, dev, cloud, GIS, Carto and cybersecurity) and manage technology providers
• Clearly define the roles, responsibilities and performance indicators of project teams
• Track project progress against key milestones, ensuring deliverables are delivered on time and on budget.
• Ensure the coordination of technical deliverables (building blocks) between the teams (Data, AI, GIS, Architecture, IoT, etc.) and the business/city/supplier teams (Smart City, Mapping, etc.) in the context of the target architecture.
• Manage program deliverables and dependencies.
• Ensure the prioritization of tasks and manage several projects simultaneously
• Learn about industry trends and emerging technologies related to digital twins
• Ensure compliance with standards

Deliverables

• Data collection: Ensure compliance with collection standards based on established models.
• Storage: Ensure strict compliance with data storage standards.
• Availability and Pipelines: Ensure data availability by building end-to-end pipelines through Azure Cloud services, including Data Factory, Azure Functions, and REST APIs, to power the digital twin platform
• Facilitate the integration of technological components (data platform, 2D/3D visualization, GIS, analytics, IoT, algorithm, simulation, etc.) into a coherent vision of the Digital Twin. Ensure the right articulation between data flows, models, APIs, and visualization layers.
• Ensure that the building blocks comply with technical standards and Control the overall technical consistency and anticipate the impacts of changes
• Define a change management strategy for project stakeholders and City citizens.
• Define indicators (KPIs) that will help measure the success of the project and KPIs that will measure the benefits of LDTs
